Parts of East coast experiencing record rainfall and flooding

Parts of the U.S. East Coast have been experiencing record rainfall and flooding due to remnants of Hurricane Joaquin. Over two feet of rain fell on parts of South Caroline in just a few hours causing massive flooding--making things more difficult was high winds in the affected areas.
