U.S. promises to cut greenhouse gas emissions by 28%

Officials representing the United States in a planned worldwide treaty (informally called Intended Nationally Determined Contribution) announced that the U.S. would pledge to cut greenhouse gas emissions by 28% by 2020. The treaty is expected to be signed by participating countries this December. The White House has not officially commented yet.
